Instructor Federal Government Acquisition

Andrew Morgan Consulting is seeking to hire an Instructor to provide acquisition and government contract training for the National Reconnaissance Office (NRO) Acquisition Center of Excellence (ACE). The candidate must be motivated with the ability to work independently. Strong organizational skills, excellent interpersonal skills, and flexibility are fundamental characteristics for this position. The candidate must have a strong understanding of the Federal Acquisition Regulation. Experience teaching in a classroom environment is highly desirable. The candidate must be comfortable instructing, consulting and coaching customers on all facets of the acquisition lifecycle from acquisition and contract strategy development through source selection, contract award and post-award contract management. A working knowledge of the NRO, the NRO Acquisition Manual (NAM) and NRO acquisition policies is mandatory. Experience working in an NRO program office as a Program Manager (PM), Contracting Officer Technical Representative (COTR), or Contracting Officer (CO) is also mandatory.

Responsibilities

The selected candidate shall be a Classroom instructor with expertise at the NRO in one or more of the following

  • Developing an Acquisition Strategy
  • Creating pre-solicitation documentation, including the Statement of Work (SOW) and other Request For Proposal (RFP) documents
  • Member of a source selection team evaluating technical and/or cost proposals
  • Government Program/Project Management, including COTR responsibilities
  • Managing government contracts, including Earned Value Management (EVM)
  • Planning, Programming, Budgeting and Execution

Required Qualifications/Experience

  • Degree: Undergraduate
  • Level 2 or 3 DAWIA Certification in Program Management or Contracting, or Federal Acquisition Institution (FAI) compliant equivalent
  • Active TS/SCI Clearance
  • Minimum two (2) years of experience working in an NRO program office

Desired Qualifications/Experience

  • Project Management Professional (PMP) Certification
  • Experience working on Major System Acquisitions
  • Experience teaching in a classroom environment
  • Degree: Graduate
  • Four (4) years of experience working in an NRO program office
